Administrative / Biographical History
The Joint Industrial Council for Local Authorities' Non-trading Services (Manual Workers) was established in 1919. It became the National Joint Industrial Council for Local Authorities' Non-trading Services (Manual Workers) in 1924, and later the National Joint Council for Local Authorities' Services (Manual Workers).
On 27 November 1947 the Local Authorities' Conditions of Service Advisory Board (LACSAB) was established to co-ordinate the activities of the employers' sides of this and the other local authority employer/staff negotiating bodies and to provide a joint secretariat. On 1 April 1991 LACSAB merged with the Local Government Training Board to form the Local Government Management Board, the depositor of these records.
