Marks was born in Manchester on 5 December 1926 and was educated at Salford Grammar School and the University of Manchester, gaining his medical qualifications in 1951. He was a general practitioner in Salford from 1955 to 1975, and was senior lecturer in general practice at the University of Manchester from 1975 to 1991. Marks was actively involved in the RCGP, he became a fellow in 1979, was an examiner from 1982 to 1989, and was provost to the North West Faculty from 1988-1989.
