Behr was born in Kiel, Germany, the son of a surgeon. He commenced medical studies in Germany, but was forced to leave the country in 1934 following the establishment of the Nazi government. behr moved to London and studied at St Bartholomew's, qalifying in 1937. In 1946, he was appointed honorary pathologist at the Victoria Hospital, Burnley, becoming a consultant pathologist on the creation of the NHS in 1948. He retired in 1979.
