Administrative / Biographical History

The Whitley Council for Isle of Man Public Service (Manual Workers) was a Joint Industrial Council aimed at providing a forum for Isle of Man Government representatives to meet with the manual workers it employed. The Council takes its name from John Henry Whitley (1866-1935) a politican who in 1917 proposed the idea of employer and employee consultative committees. Whitley Councils became common institutions throughout the public and private sector in the United Kingdom.

The Isle of Man Civil Service's Whitley Council was first established by resolution of Tynwald on 20 January 1948. Whitley Councils are formed of two sides: Employer Side and Employee Side. The Whitley Council for Isle of Man Public Service (Manual Workers) termed these two sides as 'Official Side' (employer) and 'Staff Side'. The members of the Official Side were drawn from elected politicians in Tynwald; members of the Staff Side were drawn from senior union representatives amongst the staff. A Chairman for the whole Council was appointed from the Official Side.

The functions of the Whitley Council were to negotiate:

  • rates of pay;
  • hours of work and annual leave;
  • provision for sick leave;
  • principles and procedure of recruitment and promotion;
  • procedure for disciplinary offences;
  • tenure;
  • superannuation;
  • health and safety, staff welfare;
  • prospective legislation relevant to employees;
  • training;
  • promotion of greater efficiency.

The Whitley Council was wound up by the Public Services Bill 2015, which made provisions for its functions to be combined with that of the Civil Service Commission and reconstituted as the Public Services Commission. At the time of its dissolution in Sep 2015, the Whitley Council was administered by the Industrial Relations and Policy Section of the Office of Human Resources, which sits within the Isle of Man Cabinet Office.
