Administrative / Biographical History
Before the Second World War the town planning function in Glasgow was part of the duties of the Master of Works as City Engineer, under the Housing and Town Planning Acts. The planning function was reorganised and greatly extended by the implemetation in 1948 of the Town and County Planning (Scotland) Act 1947. In 1951 the first City Architect and Planning Officer was appointed, as head of what was to become the Architectural and Planning Department. In 1960 his post title changed to City Architect and Director of Planning, and in 1966 a separate Director of Planning was appointed to head a new Planning Department, largely based on the previous Planning Division of the City Architect's department. It was to be responsible for development control and the Development Plan, and later also for the 29 Comprehensive Redevelopment Areas, environmental improvement schemes, and the industrial and commercial promotion of the city. It continued until 1975, when its functions and staff were split between Glasgow District Council and Strathclyde Regional Council.
