Concerns: political influence in Kent, especially in Sandwich; Oxenden's conditional support for the Government being based on them heeding his recommendations which have been ignored in the past; the people of the area being quite averse to Lord Conyngham on account of his treatment of the tenant farmers in the area; the make up of the area no longer being half sailors with an interest in the Admiralty.
