Concerns his response to the unfair treatment of the Duke of Newcastle's friends in the inferior offices by the ministers who have removed them; his advice that Newcastle ought not to show is displeasure for fear of more ill-treatment; the lieutenancies and not wishing to betray friends in the country but also willing to follow what his friends do; a plan of action to not appear weak to the Administration.
