The photograph was taken by The Welsh Pictorial Company which had a studio at 250 City Road, Cardiff.
The photograph shows a large group of people believed to be officials of Cardiff City Council and possibly employees. By the 1920s Cardiff City Council was employing a large number of people as the range of its services expanded.
